Understanding Natural/Small Water Retention Measures (NSWRM) requires more than technical knowledge of hydrological processes or agricultural practices. Their relevance and uptake are strongly influenced by the broader policy and governance environment in which they operate.
Across Europe, water management, agricultural sustainability and climate resilience are shaped by interconnected legislative frameworks and institutional arrangements. These frameworks define objectives, funding mechanisms, planning procedures and responsibilities at different governance levels. NSWRM interact with these structures by contributing to multiple environmental and socio-economic goals.
Within OPTAIN, policy and governance are not treated as separate from scientific assessment. Instead, modelling (catchment-scale and field-scale), climate scenario analysis, optimisation protocols and tailored environmental and socio-economic indicators are analysed in relation to existing policy contexts and governance structures. This approach strengthens the transparency and relevance of analytical findings without assuming regulatory authority or implementation responsibilities.
