European Union policies such as the Common Agricultural Policy (CAP), the Water Framework Directive (WFD) and the EU Climate Adaptation Strategy establish strategic objectives for water quality, water quantity, climate resilience and sustainable agriculture.
However, these objectives do not operate directly at farm or catchment scale. Their concrete translation occurs through national and regional planning instruments, funding schemes and governance arrangements that determine whether Natural/Small Water Retention Measures (NSWRM) are actually adopted in practice.
This section explains how EU-level ambitions are translated into operational frameworks, and how these frameworks influence the uptake, design and spatial targeting of NSWRM.
