The integration of Natural/Small Water Retention Measures (NSWRM) within European policy frameworks is shaped by a complex interaction between environmental objectives, governance structures, economic incentives and local realities. While EU directives and strategies provide strategic direction, their translation into practice depends on multi-level coordination and context-specific conditions.

Across Europe, experiences show that promoting NSWRM is neither purely a technical exercise nor solely a policy decision. It requires alignment between biophysical suitability, economic feasibility, institutional coherence and stakeholder acceptance. This section explores the main challenges encountered across governance levels, as well as the lessons and positive experiences that can inform future policy design.
