The InnWater Project

InnWater is a European project funded by Horizon Europe. It supports a transition toward more sustainable, inclusive, and resilient water governance across Europe. The project brings together researchers, public authorities, citizens, and stakeholders from the water, energy, food, and ecosystems sectors to design and test innovative governance practices.

To share these innovations widely and encourage their replication, InnWater created a digital platform: the Learning Environment.

It is an open space to learn, explore, and interact with key tools, methods, and real-life examples of how water governance can be reimagined and improved.

A space for learning, testing and transforming governance

Water governance is not only about policies.
It’s about people, systems, and interactions between nature and society. The InnWater Learning Environment is designed to support public officials, researchers, NGOs, water professionals and engaged citizens in navigating this complexity.

It combines scientific knowledgefield-tested tools, and training resources in a format that is modular, accessible, and adaptable.

Through this environment, users will:

  • Understand key concepts and frameworks, such as the OECD water governance principles, the EU Green Deal, or the WEFE Nexus;
  • Discover digital tools developed by the project to diagnose governance gaps, simulate economic impacts, or design fairer water tariffs;
  • Learn from the experience of local actors who tested these approaches in different socio-environmental contexts;

Be inspired to replicate or adapt these solutions in their own territories.

Why a Learning Environment?

Because governance is not static.
Climate change, demographic shifts, new technologies and social demands constantly reshape how water should be managed. Institutions must be able to adapt, coordinate and innovate.

This Learning Environment offers a flexible and interactive way to:

  • Build capacities among stakeholders;
  • Improve decision-making processes;
  • Support policy dialogue at multiple levels;
  • Encourage citizen participation and trust;
  • Promote cross-sector cooperation in line with the WEFE Nexus approach.
