Overview of relevant water and agricultural policies

NSWRM intersect primarily with two major policy domains: water governance and agricultural policy. These frameworks define objectives that retention measures may contribute to, particularly in relation to nutrient reduction, runoff regulation and resilience to climate variability.

 
Water Policy Frameworks

European water governance is guided by overarching objectives to protect and improve water bodies, reduce pollution and promote sustainable water use. Key priorities include:

  • Reduction of diffuse nutrient pollution

  • Improvement of ecological and chemical water status

  • Flood risk management and drought resilience

  • Integrated river basin planning

Retention measures are often discussed in relation to their potential contribution to these objectives, particularly through their influence on nutrient transport, sediment dynamics and hydrological regulation.

Within OPTAIN, catchment-scale modelling (SWAT+) and harmonised environmental indicators provide structured insights into how selected measures affect runoff and nutrient loads under current and projected climate conditions.

 

Agricultural Policy Frameworks

Agricultural policy in the European context aims to balance farm viability with environmental sustainability. Key objectives include:

  • Promoting sustainable land management practices

  • Supporting soil conservation

  • Enhancing climate resilience in agriculture

  • Encouraging environmentally beneficial farming systems

Retention measures interact with agricultural policy by influencing soil moisture, erosion processes and nutrient management. Socio-economic indicators and optimisation protocols developed within OPTAIN help assess trade-offs between environmental performance and farm-level feasibility.

Importantly, the project does not implement agricultural measures or evaluate compliance. Instead, it provides analytical evidence that can inform discussions within existing agricultural policy structures.
