Sustainable water and nutrient management does not depend solely on technical solutions. It requires a coherent governance framework that aligns scientific knowledge, policy objectives, economic incentives and stakeholder engagement across multiple administrative levels. Within OPTAIN, governance is analysed as a critical enabling condition for the uptake and long-term viability of Natural Small Water Retention Measures (NSWRM).

The project therefore examined how political, legislative and institutional structures shape the feasibility and attractiveness of NSWRM portfolios identified through modelling and optimisation analyses. Rather than deploying measures in practice, OPTAIN assessed the governance context in which such measures could potentially be supported, incentivised or constrained.
