Policy outlining goals (stormwater retention, heat-island mitigation, biodiversity, usable rooftops) and tools: promote via zoning/land release and pilot builds; examine green roofs for new roofs <20°; prefer varying substrate depths and native species; create a Green Roof Group; share costs/benefits and O&M guidance; use the Green Factor tool in planning.
