Citizen engagement stands as one of the fundamental pillars of InnWater’s approach to social innovation in water governance. This first part establishes the theoretical and conceptual foundations of engagement by addressing the key questions of why, what for, who, and how. It explores the rationale for involving citizens in decision-making processes, not only as a requirement of European directives but as a means to strengthen accountability, inclusiveness, and trust in governance systems. Through the analysis of motivations, expected outcomes, and the diversity of actors to involve, it underlines the value of participation as a driver for more transparent, equitable, and resilient management of water resources. By clarifying the distinction between stakeholder and citizen engagement and introducing tools such as the participation ladder, this section offers a comprehensive understanding of the mechanisms through which communities can become active partners in shaping water policies and sustainable solutions at local and regional levels.
