Turning InnWater’s innovative governance tools into actionable policy is essential for linking technical progress with more effective and legitimate water management across Europe. The past section shows how InnWater’s digital and methodological instruments, including the Water Governance Assessment Tool (WGAT), the Water Governance Diagnostic Tool, and the integrated InnWater Governance Platform, move well beyond conceptual models to directly inform, support, and inspire real policy and institutional practice.


This section is structured around three main objectives:
•    clarifying how InnWater’s tools align with, and respond to, current European and local policy frameworks, including the EU Water Framework Directive (WFD) and the European Green Deal;
•    examining concrete strategies for integrating digital governance tools into policy frameworks, regulatory procedures, and decision-making processes across different governance levels;
•    and illustrating, through pilot-site evidence, how these innovations can influence not only policy content but also the everyday cultures and routines of institutional decision-making.


From the outset, InnWater has grounded the development of its tools in internationally recognized standards, most notably the OECD Principles on Water Governance. The Governance Assessment Tool and the Diagnostic Tool were intentionally designed to translate these principles into multi-dimensional, pratical instruments. . They support policymakers, regulators, utilities, and citizens in identifying governance gaps, fostering structured dialogue, and co-creating targeted actions, turning governance assessment from a static exercise into an ongoing process of improvement and adaptation.


InnWater’s reference guides and digital dashboard play a central role in linking diagnosis with action. They offer tailored recommendations and best-practice options that respond to governance challenges observed at both local and European scales. Examples from the pilot sites show how these tools help structure discussions around complex reforms and lay the groundwork for more strategic, evidence-based, and transparent policy decisions.


In essence, Section 5.1 makes the process of policy integration concrete. It demonstrates how InnWater’s governance innovations can be embedded within existing policy and regulatory systems, shape emerging policy agendas, and contribute to the implementation of EU ambitious in climate resilience, biodiversity, and water sustainability. Through the learning activities and case studies, readers will gain the technical understanding and the strategic perspective needed to use these tools effectively, whether working at the level of pilot sites, national authorities, or the European institutions.
