InnWater’s replication approach is built on a rigorous, evidence-based methodology and extensive testing across fourteen diverse replication sites. This experience has yielded key lessons, practical guidelines for adaptation, and policy recommendations aimed at supporting governance innovation at scale.

 

Lessons Learned from the 14 Replication Sites

Replication assessments showed that InnWater’s governance tools can be adapted to a wide range of environments, although not without limits:

  • Context matters: Governance structure, technical capacity, and culture of participation varied widely. Adoption worked best where local champions, tailored training, and flexible processes supported implementation.

  • Modularity and flexibility payoff: Success increased when sites customised tools to their needs, using modular formats and adapted facilitation approaches .

  • Resource constraints persist: While replication budgets supported initial assessments, substantial additional investment was often needed for deep engagement and sustained implementation.

  • Stakeholder engagement evolves: Early workshops and surveys frequently required follow-ups, translation, or targeted outreach to involve marginalized groups or sceptical actors.

 

Developing Guidelines for Adaptation

Based on replication experiences, InnWater formulated guidelines to support future adopters:

  • start with stakeholder mapping and context analysis to understand institutional, legal, and cultural conditions;

  • select only the most relevant tool components rather than attempting full replication at once.

  • invest in facilitation, training and mixed engagement formats to address barriers to participation.

  • document successes and challenges to support continuous improvement.

  • involve authorities early and link recommendations to regional or national policy objectives.

 

Policy Recommendations for EU Level Support

To facilitate wider replication and policy impact, InnWater recommends that EU-institutions:

  • invest in local expertise and capacity-building, funding the training of replication experts, 

  • encourage formal policy alignment with the WFD, Green Deal, and national policies to increase institutional uptake.

  • promote modular, open-source tools : accessible in multiple languages and formats.

  • strengthen communities of practice through peer learning mentoring networks, and shared digital spaces.

  • monitor and disseminate replication outcomes to inform EU guidance and support ongoing governance evolution.

Overall, InnWater’s replication work highlights both the potential and the complexity of scaling water governance innovation across Europe. Success depends on adaptability, sustained investment, and strong policy alignment, supported by transparent learning and collaboration at every step.
